NAPLES, Fla. - The mother of a teenage girl who said her daughter was raped repeatedly in 2002 and 2003 by two Collier County school bus drivers has sued the county's school board for negligence.

The lawsuit alleges that the School Board was negligent in the hiring, retention and supervision of Joshua David Grotberg and his girlfriend and fellow school bus driver, Lillian Brown.

Grotberg, 29, and Brown, 26, were arrested Jan. 8 on charges they had sexually assaulted the teenager for more than a year. Deputies said they had threatened to kill the girl, who was not on their bus routes, if she told anyone what was going on.

"Where is their supervision? Where are their checks and balances?" Joseph R. Gaeta, a Fort Myers attorney representing the girl, said this week. In the lawsuit, filed Dec. 6, the girl is identified only as Jane Doe to protect her identity.

The lawsuit says the girl was 14 when the first sexual encounter took place. The suit says the board failed to conduct an in-depth background investigation of the bus drivers, adequately train them on sexual harassment and sexual relationships with students and failed to monitor and supervise the bus drivers "to ensure the well-being of students."
