I went and wanted to check tank integrity . Everything worked like it was supposed .Then after bleeding down wet tank and secondary I bled down primary to set park brake . Driver watched and as I opened up secondary she told me it came on 18 lbs . State says should come on between 20 - 40 lbs So my question is would the quick release valve be bad or the park brake valve . I tried pumping the system down using the treaddle and it popped before 20LBS

Park brake valve spring would be week. I've never checked on by draining the tank, always the foot valve. Our DOT checks the pop off by the foot valve.

We are legally required to have a set of values of 20 to 40 lbs brakes must set when system is drained down .

I'd try it again with a slower drain rate. The air drain often outruns the gauge esp. on CE's in my fleet.

A lot of the newer buses in our fleet are low like that from the factory. I think that this is an example of state law not keeping up with technology. Weather the valve pops or not, the springs will be setting up at around 60. What brake valve is it? Our low ones are the PP-DC plastic jobs. The old PP-1 valves set up in the 40-60 range.

Agreed. Whether the valve pops or not is irrelevant. The gauge could be all the way to zero and the valve not popped. It doesn't matter. The brakes will be on either way.

That will not pass inspection.
