Hi there, similar to a previous entry, I have a project for grad. school. A partner and I are to present the pros and cons of running your own transportation department vs. contracting a transportation company to do it. We are talking about small to medium size rural districts.
I believe you will be more successful if you have a department that is made up of school system employees. To do this though you must be willing to pay a decent salary with benefits. Additionally, the employees must be made to feel they are educators and that their roles are just as critical as other members of the school system team.
Contracted service organizations will always primarily be interested in the revenue bottom-line. I just do not believe they will be as serviced oriented or as dedicated to serving the children in the community as much as in-house personnel.
To have a successful you must have a good manager running the department. If the school system is not willing to fund adequate management personnel, then the fall back position is contracted services. Please contact me if you have questions, etc.
I have just completed a small study on in house VS contracted services. We here at the Palm Springs Unified School District utilize Laidlaw. I came from a District in San Diego with district enployees where I spent 22 years. I would be happy to share the information with you.
