Our church bought a 99 Bluebird bus with a Cummins in it and the tach doesn't work. The motor is in the back and they would like to fix it because they can't hear it real good. Where does it get its signal from?

Most have a terminal on the alternator. "R" it should put out 1/2 of output voltage.

Do you know which engine it is?

If you can get the engine serial number you can get your information at https://quickserve.cummins.com/info/index.html

it does cost, but you can put your esn in before you purchase. It'd be worth it to have the information to keep it running correctly.
