has anyone ever heard of Bus contractors contracting only part of school districts instead of the whole package. I know this happens in big city districts, but im curious about a district that may have 70 routes and a contractor only contracts 25 of the routes with a given number of buses and employees would work? where would they park the buses, fuel, and maintain them? would there be a joint school/contractor bus yard.
Lastly has anyone ever heard of contractors just managing the buses but having the employees stil district employees or viceversa.

Interesting question Greg!
Miami-Dade County Public Schools (my district) is completely district-ran with 1,400 routes except 60 routes, which are contracted. The school board made the transportation department contract a few routes like that, because our district's transportation department was seen as a "monopoly" by the local private fleets. Bunch of you-know-what!
Anyway, the routes that are contracted, the drivers and buses are ran from the selected local companies, but the buses have to be bought in to M-DCPS transportation for the state-mandated preventive maintenance inspection every 20 school days. The local companies, which are usually 2 or 3 buses owned by a single person, do not have certified mechanics or whatnot to do that kind of stuff. The few routes that are contracted end up being under the district transportation's deparment jurisdiction anyway.
I don't like our local contractors. They are mediocre, shady, fly-by-night companies. Our school board needs to reevaluate our so-called "community relations" with these contractors.

There is a relatively small town about 30 minutes away from me that has a fleet of about 30-40 buses (no more than 50), and they use 2 contractors. Laidlaw owns half the buses, while First Student owns the other half.
There is a big difference in equipment too. All of the First Student buses are 2000 (purchased last year around this time) International/Blue Birds. The Laidlaw buses last year were '91 International/Thomas conventionals. This year, they received '93 International/AmTran Genesis FE's to replace the International/Thomas buses.
I believe these buses park at the same location. However, another difference between these contractors is the labelling of the buses. The First Student buses have their bus route numbers placed in different places than the Laidlaw buses. Also, the town name is located in different places on each of the two different contractor's buses But both of these contractors provide service for the same, one town.

The city School District of Rochester NY is like this, the majority of the city is handled by it's own Transportation System but Laidlaw handles a number of routes, and the majority of trips for the city. They also handle pretty much all the kindergarten and pre-k routes.

Here were I live you contract to the district. We probaly have about 20 plus contractors. It works when a route come up you can own one two three four five how many you own and you can expand as routes come if you want to own one bus you can. I have notice people who own just one are expanding.
