My home terminal contracts routes in five different school districts. The terminal is located about fifteen minutes from the closest parts of district "B," without traffic. Given our distance from the district and the fact that this is a high traffic urban area, we use a pivot driver. The pivot driver checks in at the time of the earliest routes in this district, takes his bus and an accordion file with cover sheets for all of the routes and drives to some central location in the district. If a route driver is late beginning a school run, for whatever reason, the dispatcher calls the pivot driver and he covers part or all of the run. After completing that school run, he parks in a central location again and awaits another call. This is very handy in situations such as weather, traffic and discipline delays. The school district fines our company if buses arrive at a school more than 10 minutes late for a drop or pickup so having this driver to fill in saves the company a lot of money.
Does any one else's bus company or school district use a pivot driver or similar system?

Here the school is very understanding if we are running late. My companies #1 priority is safety. We are reminded on days that the roads are bad "take your time, better to be late and safe, than on time and not"

What if you are late do to weather conditions? Those aren't something you can control. While I always try to have my bus to school on time, this past week all of the side roads were covered in ice, Wednesday I was 15 minutes behind, Thursday and Friday around 7 minutes behind, on Wednesday I was the second driver in many took longer. You can not risk driving fast in bad weather.

No, you can't. In cases of inclement weather, we are told to drive safely and the dispatcher calls everyone in late to school. The fines are only issued if the school is not notified in advance of the late bus or if the bus is significantly late (more than 15 minutes) on any other day.
This past Monday we had gotten ten inches of snow so all buses ran late. The dispatchers got in touch with the schools and drivers only need to notify dispatch if they were running more than 25 minutes late.
