Applicant Search: Assistant Transportation Director, Student Transportation Department. Portland Public Schools, Portland Oregon. Closing date for applications: must be received by Human Resources by 5 P.M., March 1, 2002.
Salary range: $49,513 to $61,837 (Grade 20), D.O.E. Full time position; 260 day work year. Hospitalization, medical, dental, vision, prescription, life & disability, sick leave. Public Employee Retirement System; employer & employee contributions.
Employee contrib is 6%.

POSITION SUMMARY: Directly supervises approximately 90 District school bus drivers and dispatchers. Assists Director and other District staff in strategic planning, policy development and implementation. Assists District staff in vendor contract negotiation and management. Assists Director in budget preparation and ongoing budget performance management. Oversees operations of Safety/Training and routing functions. Reports to Director of Transportation.

MINIMUM QUALIFICATIONS: A Bachelor's degree or equivalent experience. Minimum of five years' management experience. Supervisory experience working with a union workforce. Demonstrated success in vendor contract negotiation, administration and management. Proven skills in creating a budget and managing to a budget. Ability to communicate clearly and effectively both orally and in writing. Experience effectively enforcing policies, regulations and contract terms. Conflict resolution skills. Experience synthesizing data, preparing reports, an developing strategies to achieve long-range objectives.

MAJOR DUTIES AND RESPONSIBILITIES: Participates in hiring of bus drivers, monitors driver attendance and job performance, and handles driver discipline. Conducts staff meeting with Safety/Training and Routing Supervisors. Oversees operations of, acts as a resource for, and assists Director in evaluation of Safety/Training and Routing Supervisors. Investigates accidents and on-the-job injuries; resolves problems and complaints. Represents the Department in administering labor-management agreements. Desseminates and enforces Federal, State and District regulations, guidelines and policies. Maintains records as specified in District policies and procedures. Develops and implements new policies and procedures within the department. Involves stakeholders and other District management in strategic planning. Assists Director in budget preparations and ongoing budget performance management. Assists Director in negotiating and managing vendor contracts. Prepares and presents written and oral communications for the Department. Communicates effectively with District staff and the public; establishes and maintains effective working relationships. Functions as Director's designee. Operates a District school bus, if needed.
